Our Padeswood works opened in 1949 to supply cement to help rebuild post-war Britain. It is one of three cement plants owned by Heidelberg Materials in the UK and produces both bulk and packed products. The site is also involved in an industry-leading carbon capture and storage project through our involvement in the HyNet North West project.
Heidelberg Materials’ nearby Cefn Mawr quarry provides the limestone needed for cement manufacture at Padeswood and has also been included in our parent company Heidelberg Materials' Quarry Life Awards, aimed at supporting and increasing biodiversity at our sites.
As well as employing more than 110 people at the plant, we also support many more in our supply chain of contractors and support staff.

Padeswood will be home to a world-leading carbon capture facility
We have signed final contracts with the UK Government for our world-leading carbon capture and storage (CCS) project at Padeswood. It means that we are now going ahead with our plans to build the world’s first carbon capture facility to enable fully decarbonised cement production at the site. The project will bring significant economic benefits to the area through investment and job creation, as well as capturing almost all of the CO₂ produced at the existing works.
Padeswood cement works’ annual shutdown to carry out essential maintenance will start on 05 January 2026 and is expected to last around four weeks.
We have a noise management plan (NMP) in place, which contains measures to help mitigate any additional noise created during the shutdown and minimise the impact on our neighbours.
Work to remove and replace refractory bricks in both the kiln and preheater tower should begin around 08 January. Removal of these bricks from the kiln will require the use of a Brokk demolition tool, which will generate some noise. As a result, we will limit this activity to between the hours of 7am - 10pm and, during these times the machine will not be in constant use as it will be necessary to remove the waste material for recycling as it is generated.
Removal of refractory material in the pre-heater tower requires the use of pneumatic breakers, which may also generate some noise. There are no time restrictions in place for this activity, but we are making efforts to plan this activity between 7am – 10pm as far as possible.
Most of the removal of refractory material should be completed within two weeks and will not be constant during this period of the shutdown.
